We're having a real problem getting troff to handle footnotes 
properly on long documents using mm.  Whenever it's unable to 
place a footnote on the page where it belongs, troff carries it 
over to the succeeding page, but instead of placing the footnote 
below a page wide rule, it indents about five or six inches 
before placing the text.  As a result, any carried over footnotes 
almost always end up running off the page.  

Has anybody else encountered this problem?  How can we fix it?
