Only DEC can really explain how they derive this number, but my interpretations is that "bootable" is a misnomer and what they are really giving is the amount of memory needed to adequately run the system software witout allowances for applications coding and multiple users. There are hard limits having to do with the size of the generic kernel, system utilities and swapping considerations, however I doubt these add up to 6 MB.
