It is possible, that in enviroments that are made up of several computers tied together with some kind of network, e.g. ethernet, or with shared disk drives, that news is sent from only one system, even though you can run the news program on any system. If this is the case, your .signature file must be in your home directory on the system which actually runs 'pnews' or whatever your news posting program is.
