I'm also observing the relaynews failing with status 16 problem.  The system
is a VAX-3500, 4.3 BSD-Tahoe, NNTP only, and 80 MBytes free on /usr/spool.
The junk group is present in the active file.  When the files in the bad
directory are examined, they are all duplicates.
