In the UK, one source of accurate time information is the Rugby MSF transmitter on 60kHz (VLF). The signal gives information on minute, hour, day, date, month, year, and whether BST is in use or not. Data is transmitted in fast-code, as well as in slow-code format (1 bit per second, so decoding is fairly simple for even slow, home-made gadgets).
