Gleaned from the video news:

STS-28 launch set for Tuesday Aug 8, 1989 between 7:30-11:30 am (EST?).
Actual time to be announced 9 min` before.  To deploy secret Air Force
recon sat to cover 80% of USSR.

Is` this a replay of last December's Atlantis/LaCrosse event?

I have done some preliminary orbit calcs and found that for my 
location at least the opportunity for visual acquistion is not good.
