But I think you would also have to have a "no deductions" limit. Ie: Everyone under that limit would not pay any tax. For example, if the limit was $27,000 then if you earned $35,000 you would pay (35,000 - 27,000) * tax rate in taxes. This would stop the drain on those of limited incomes. Reagan proposed this idea a long time ago (1983 or 84) and we had a round of "gee, we should copy the Americans" in Ottawa.
