 TARGA 16 SOFTWARE/LITERATURE

I am just now jumping into video scanning/frame grabbing using the
venerable Targa 16 frame-grabber in a PC.  

I know that the Targa 16 is widely used throughout the multimedia
industry and is somewhat of a standard.  This implies a wealth of
third-party software and peripherals, no?

Does anybody have a line on journals, magazines, newsletters for the
Targa 16 specifically?  I thought I had seen some kind of a photocopy
from a page of a magazine that was like this (Truevision, perhaps?).

Additionally, how about public domain software?  I am interested in
software for 286/386 machines.  I am purchasing TIPS and RIO, but am
interested in other utilities, etc. that may exist out there.
