Bionet/Alt/GNU are not part of USENET. They have their own rules and their own philosophy (well, bionet may follow usenet rules for posting, but it is under separate "management" (IMHO)). Alt.config works reasonably well for alt. GNU newsgroups are directly tied to mailing lists and are established by one "authority". I don't see a particular pressing need for an universal announce group. If it turns out that alt or bionet, or gnu need such a mechanism, they will create one within their own heirarchy. Remember, if there are no messages posted to it, it simply lies dormant and it's no extra work for those of use that look at such a group.
