I once got an excellent booklet on the timing of standard TV signals for free from the local Tektronix representative. I believe the book was called TELEVISION BROADCAST MEASUREMENTS. It is a book intended for the engineer at a TV station, and tells what measurements you need to take, and how to take them, in order to comply with FCC standards.
