We have had this discussion in the past - there is a very strong feeling
in the net community that the volume (high) vs. benefit (low) ratio is too
high to warrant such a group.  

The danger is multiplied by making such a group a subtree off of
comp.binaries.ibm.pc - this could cause a number of sites that aren't
too happy about carrying binaries (since they only benefit the user's
of one type of machine) to prune c.b.i.p totally.
