Yes, troff can automatically generate ligatures for the letter sequences ff, ffi, ffl, fi, and fl. There is a user-level command to disable three-letter ligatures or all ligatures if desired. Our version, sold as part of SoftQuad Publishing Software, can be configured at font-table level to disable any specific ligatures that don't exist.
