Part of the problem _may_ be due to UPS Canada's ongoing labour relations disputes. Workers at UPS Canada in British Columbia has been on strike for weeks now, is refusing to bargain, is hiring scabs, is being called to hearings for unfair labour practices, etc. UPS in B.C. is expected to be shut down completely in a week or so.
