In a word, yes. In fact, that isn't even the limit these days. The Intel 28C040-12 is a four megabit, 256k x 16 UV-EPROM, currently available for $100 in lots of a thousand. Perfect for GS ROM applications, due to its 16 bit wide data bus and generous memory capacity, the 28C040 nonetheless occupies little over a square inch of board space in a 44-lead PLCC package.
