(No, GS/OS isn't.)  In System Software 5.0, system toolset 30 is the
Resource Manager.  When you try to load toolset 30, you still have
the Resource Manager, which you can't get rid of (which is good, because
you want it).

Third-party applications should *not* being stealing system toolset
numbers (30, 31, 50, 51, 52, etc).  Use User Toolsets instead--these
are reserved for the current application.
