I've been distributing one for several years. It's called PC Curses (as distinguished from PCcurses or PCurses), and it runs under both Turbo and Microsoft C. It's fairly complete -- it's got most of the System V Unix functions; it's fairly reliable -- a number of applications have been developed with it; and it's maintained -- by me. PC Curses is distributed as shareware. You can try to find it on your favorite BBS, or you can send me a pre-formatted 5.25" floppy with a return mailer, label, and postage (or just send $5 and forget about that stuff).
