It's generic DOS and includes C source. It's not as fast as I'd like it to be, but I think it has the features you want, although I don't know for sure if there is an upper bound to the number of files. Also, for a while the .ARC was corrupted by containing a copy of itself(!), and I've been too lazy to download it recently and see if it's still screwed up.
