I may be off here but I think we have a similar  machine. My system manager
tells me that  of the 4  serial lines on the  processor board only  0 and 2
have  modem control.   If that's true,  it certainly would  explain part of
your problem.

This sounds like  the machine  isn't  seeing  that the  modem  is ready  to
receive data.  Your modem should be  raising CTS (clear  to send) signal to
signify that it  is  ready to receive data.    Since it  is recognizing the
SIGHUP (ie Carrier) perhaps you should strap CTS to it so your machine sees
that the line is up AND ready to receive.

I usually call in my hardware friends over problems like this and  get them
to strap  on boxes with  blinking lights so we  can  see which  signals are
there. I'd advise you to do the same.
