The obvious reason is that thousands of people have no need to read your little missive but get to pay for the privilege anyway; the less obvious reason is that an article of this type is a sure giveaway that you haven't done your homework and will get people upset with you. If mail fails, ask your system administrator or whoever at your site is in charge of user assistance. Or use a little initiative and learn to read the UUCP map entries, if that's what it takes.
