rdist_merge created.
xh-distribute uses rdist_merge (in addition to rdist_summary).
It's not optimal, but the rdist summary should be noticeably smaller
in most cases, e.g. distributing xhier from Orchid resulted in:

  updating host agsun bryce icarus lily needles2 provost watfun watholmes
    installing: /software/xhier/maintenance/rdist_merge
    updating: /software/xhier/maintenance/{xh-distribute,xh-ln,xh-unln}

  updating host agsun bryce icarus lily needles2 provost watholmes
    updating:
      /software/xhier/maintenance/
         xh-check       xh-distfile    xh-make-links  xh-merge-lists
         xh-rdist-defn
