tweaked xh-mkpath to avoid "test -h" until it can be properly fixed
(it was failing on maytag).

rdist_summary folds hostname lists.

servers/xh-rdistfile created for use by xh-makefile Makefiles.
It generates a Makefile dynamically so that xh-distfile
will only be invoked if the RDistfile is out of date w.r.t.
to the config files it depends upon.
Note that this means that if the directory structure
of a package changes, it may be necessary to force a Distfile rebuild.
We'll try it and see if that's a worthwhile sacrifice in exchange
for the RDistfile not being rebuilt every time.
