I think this is because SIMTEL is a VAX box with 36-bit words, whereas most of the UNIX boxes use 32-bit words. MSDOS can handle 32-bit words so "tenex" is needed there too. I suppose if you were moving from VAX to VAX, then "binary" would be appropriate.
