There are network configurations where, in effect, you do not have data link level packet addressing - for example, if a network was built out of point to point links (slip, etc, etc). At a previous company I worked at, we offered a product that allowed one to build TCP/IP networks between mainframe hosts using serial point to point links. All addressing was carried in the IP header. ALL decisions as to the destination of the packet were made SOLELY on the basis of the IP header.
