The bug is a real bug, and happens either when you polymorph a creature or
if the creature is a shape changer (chameleon).

Getting Hand of Elbereth makes you need 1000 moves longer than usual to pray.
Also, the chaotic equivalent ("You have been chosen to steal souls for
Arioch") of Hand of Elbereth does the same.
