Thanks to everyone who responded to my post about external definitions for
system routines and LIB$, SMG$, etc$... routines in Pascal!
 
It turns out we are running V3.7 of Pascal, the version BEFORE they (DEC)
included the support for RTL routines.

(Yes, I did know about INHERITING starlet, but that only gave me system
routines, and not the RTL stuff...)

We'll be upgrading soon now!
