You need a file, /usr/lib/X11/Xconsoles, describing which displays are
allowed to grab the console.  A popular value for single-user
workstations is "*", as in:

(jack@jack ~)> ll /usr/lib/X11/Xconsoles
-r--r--r--   1 bin      bin            2 Jun  2 12:42 /usr/lib/X11/Xconsoles
(jack@jack ~)> cat /usr/lib/X11/Xconsoles
*
