Until recently, law (I don't know whether it's federal law or uniform state codes) required a mail-order company to collect sales tax on orders shipped to states in which the company had business locations. So if you order from a company with business locations in Michigan and Ohio, you pay them Michigan tax if you live in Michigan, and Ohio tax if you live in Ohio, and if you live anywhere else your state may try to collect use tax from you.
