This is because the permissions on the /usr/spool/lp directory are inconsistent. Some of the symptoms may be: the lp command hangs, the lpstat command hangs, the scheduler is stopped, and some other minor anomilies which I don't quite understand (having to do with FIFO and SCHEDLOCK).
