Should the variable, overlay-arrow-poistion, be made per buffer-local ?  If it
is going to be used by many packages (e.g. monkey, vm, gnus) then it might
make sense to make it buffer-local otherwise packages will interfere with each
other.  I'm not sure if it makes sense semantically to make this variable to
be per buffer-local.  Anyone got any ideas about this ?
