It sure does seem ad hoc.

Has anyone considered enriching the format definition to include floating
point numbers = the number of hours an incoming message could expect to wait
before being handed on to the next machine?

This could live alongside the current ad hoc English words until they die out.
Meanwhile, the actual expected wait time could be measured on each machine
and updated measurements provided with every map update -- or triggering
a map update if there's a radical change.
