I set my map costs by examining the monthly summary of uucp traffic and
deriving the connection frequency based on actual usage.  I fudge that
with my knowledge of system problems, phone line outages, and some
calling preferences we have, and finally season it with some adjustments
based on link speed and system administration quality.
