With V5.8 NEWS on a VMS V5 system can you register yourself on a /LOCAL
newsgroup that has no items AND have it registered the next time you invoke NEW
? It would appear that NEWS does not save the register mark IF there are no
items there when you invoke NEWS.

Is this true ??? or is a quirk on this system ??
