Used to print messages for each 'local' file and directory about it
not being initialized. Now instead of complaining about such directories
which are empty, it prints a different message prompting you insert 
your own tests for any required contents of local directories.

No longer causes "Error code 1 -- ignored".

Changed wording of some of the messages.
