	xh-add-rc package-name fragment-file

adds the contents of fragment-file as an entry at the end of /etc/rc.

	xh-del-rc package-name

removes the entry (and only the entry) created by xh-add-rc.

installed under software/xhier/maintenance.  Used on daisy to install rmand
start-up RC entry.
