Sure is Nick, and at the same time, Ottawa decreed that because Quebec had
no oil resources, Alberta had to hand over 50% of theirs.

In return, Quebec will give Alberta their asbestos mine, two signed
photographs of Jacques Parizeau, and the recipe for Poutine.
