and because it's not plaintext, I can't break it into under-64kbyte
pieces.  Besides, the postscript version is over half a megabyte and
posting that might be downright offensive.  

You should FTP it from the NIC if you want it.

By the way, I think it would be stomping on your uucp neighbor's good
graces to request this document via the NIC mail service; unless your
neighbor doesn't mind you adding another 1/2 megabyte to their traffic.
