My understanding (somewhat out of date and from fuzzy memory) is that the software is fully capable of sending out postings, but that Japanese etiquette says that it is impolite for a random individual to post to a worldwide forum without first getting permission from someone very high up, such as the president of the company. I do believe that Japan *receives* nearly everything on Usenet. There may be some automated software on gateways to force postings to go through a moderator, which may involve a delay of weeks for paper to be approved by a very busy person. I can't recall whether this applies to email as well. I have received some email from Japan, but this may be the exception rather than the rule.
