I said that to my knowledge DoD had not made a blanket requirement with regard to network management protocols. The IAB (which is a technical group, not a purchasing authority) has passed on the technical merits of the two approaches. The SNMP approach has a widespread implementation base as of this date in history. The CMOT approach does not. A good number of CMOT implementations are in progress, with some of them likely to be shown publically in the next month. But, by no means are their actual product announcements pending. Thus, I would infer that anyone telling a potential buyer that he should buy from vendor X because vendor X has CMOT and CMOT is the "LAW" is speaking an untruth; i.e., a damn lie.
