The NIC will probably have electronic copies of any amendments that have been published under PROTOCOLS: along with the original GOSIP and FIPS documents. If the question is related to a DoD procurement, you should check directives issued by the Office of the Secretary of Defense (OSD) which will define any deviations from the GOSIP requirements. Based on my aged copy of the GOSIP document, neither SNMP nor CMOT is required. Neither is likely to be required based on directions established in the GOSIP document; however, it would be reasonable to expect an agency to specify CMOT in specific procurements for interoperability with existing systems/networks.
