In GNU Emacs 18.55.2 of Sun Sep 10 1989 on Gang-of-Four (berkeley-unix)

It would be nice to be able to have two windows showing different
narrowed regions of the same buffer (e.g. two windows narrowed to
different pages of the same file).

I think this is fixed in emacs 19 (?) which is why I haven't looked at
trying to fix this, but I'm reporting it in case I'm wrong about that.
