I set up news on a neighbor system (pbisd), and I verified that I could
postnews locally.  However, when my system (toto) tries to deliver news
to pbisd, I get this failure message back:

I've verified read and write permissions for /usr/lib/news, and the
file 'active' in this directory.  Please e-mail any clues.
