There is a high-end paint package called Barco Paint, which has very 
good raster to vector conversion. However it is expensive and runs on a 
high end system. If you are interested, it is marketed in Canada and the
US by Wavefront Technologies, Santa Barbara CA.

The packsage also does a LOT more, but you may not need it.
