Thanks, Dale, for clearing that up.  Since setting the Rocket Chip to 1 Mhz is
the same thing as "turning it off", I thought that the TransWarp equivalent
was also to "turn it off" -- which needs a reset.  As you said, you can switch
the card to 1 Mhz without turning it off, though -- you can't do that with the
Rocket Chip, of course.
