I don't know the definite answers to your questions, but there is a book you
might want to look up.  It's "C Programmer's Guide to NetBIOS" by W. David
Schwaderer, published by Howard W. Sams & Company.  It goes into great detail
about the NetBIOS interface and how to write C programs to talk to it.
