Don't know about Southern Calif, but there is one here in S.L.C., and I 
guess that qualifies as part of the western U.S.
The boards name is Nebula.  They claim to have some 400-500 c files online.
The number is 801-967-8072.  I call there often, so the number is current.
Max baud is 2400.  (24 hrs)
