To do this, hold down the shift key and type F U N D, then click on the bulldozer icon, and $10,000 should be added to your city's funds. I think you can do this as much as you want, but in the newsletter that described this command, it said to be careful because there were some Simcity I.R.S agents looking for simulated embezzlers, but to date I have had no problems with the IRS.
