It looks like the instructions you're giving to dump make it
think that the tape is much longer than it really is.  (That
would explain the line that says 65 mb on 0.17 tapes -- really
it should take more than 1 tape.)

dump 0fcsnu /dev/rst8 600 $rdevice

is what I use to dump to a 600' cartridge tape on a Sun 4.
