    concerns me is about X11R4 -- i.e. if the protocol will be significantly
    different then I'm worried that I'll need to spend money again on the
    prom-bootable NCD16.

The protocol isn't changing.  But, I suspect you'll continue to see internal
server improvements over time from your terminal vendor; implementations
don't stand still, even if the protocol does.
