It says:

    Emacs and other GNU programs may be available on nic.nyser.net, in
    /usb/gnu/emacs-dist.tar{,.Z}.  Anonymous ftp starts you in directory
    /usb.

The files are in "/pub/gnu", at least as seen by anonymous FTP.
