The USENET Version B manual states that a "checkgroups" control message
is periodically broadcast through the network on a regular basis by
the person who maintains the list of active newsgroups.

I have been running NEWS for two weeks and have yet to see one of these
messages, thus I have no newsgroups file.  How often is this message
sent and by whom?  I get other conrol messages just fine.
